Manchester City guilty on 114 charges: how it happened

Manchester City have been found guilty on 114 of the 115 charges brought against them for breaching Premier League financial rules.

That is the Man City story now dominating the division, and City continue to deny any wrongdoing while they prepare an appeal.

One charge did not survive the process, a margin that leaves little room for the club to argue the panel misread the broader picture.

City’s own account, though, is that the process has run fairly throughout.

The expert angle: Klopp’s parade claims and title fallout

Jurgen Klopp was asked about this scenario back in January 2025, while he was still managing Liverpool. Questioned on what City losing titles might mean, he said:

“We had this discussion when I left.”

The subject, in other words, had already come up more than once before his own departure from Anfield.

Klopp then explained exactly how he would mark the moment. “Just book a flight to Mallorca. I will buy the beer!” he said, only half serious about a trip to the Spanish island.

He offered supporters a cheaper option too: “We’d have our own parade in my garden,” as reported by the Liverpool Echo.

Those comments read differently now that a panel has ruled against City on such a wide margin.

Klopp’s tone was light at the time, but his underlying point still stands.

Any reallocation of titles would rewrite Premier League history after the fact, and clubs who finished below City in those seasons have waited a long time for clarity.

What happens next

City’s position has not shifted since the panel’s findings were made public.

A club spokesman said the Premier League’s process “remains ongoing, with significant elements to be completed, and subject to strict confidentiality,” adding that “as such Manchester City FC’s position remains consistent with the club’s statement of February 2023.”

The same spokesman added that “The club has diligently respected due process for eight years on the basis the Premier League board and executive would behave as an independent, impartial and fair minded regulator, free from partisan influence.”

That is the language of a club heading toward a lengthy appeal, not one accepting the panel’s conclusions.

Until any appeal is heard, the Man City guilty charges finding stands as the panel’s ruling and not a closed case. Sanctions, including any question of stripped titles, remain undecided.

Football carries on regardless of the legal timetable. Enzo Maresca, who succeeded Pep Guardiola in the City dugout, won each of his first five league games in charge. Results like that show life on the pitch has not paused for the case moving through appeal.
